1. Bring politicians into party lockstep, force out or minimize those who refuse to adhere
2. Focus discontent by blaming and denigrating ethnic or religious groups, claim they cannot be proper citizens
3. Militarize police forces
4. Delegitimize institutions of higher learning
5. Threaten civil servants' jobs and careers while protecting party politicians from investigation
6. Purge scientists who do not adhere to the doctrine of the party in power
7. Denigrate media that promotes opposing views and/or refuses to propagate falsehoods or party doctrine over facts
8. Attempt to limit and control the flow of information, ban books, force doctrine into education
9. Promote party doctrine over truth, facts, or science; attempt to stifle and outlaw dissent and criticism
10. Discard party doctrine whenever it becomes politically expedient
11. Rail against abortion and birth control, deny women the right to control conception
12. Refuse to honor treaties and agreements between nations
13. Propose huge budget-busting public works and militarization projects to stem unemployment and discontent
14. Politicize high courts and bring into doctrinal lockstep
15. Align leadership with similar regimes regardless of consequence
16. Fill all important positions with party members who are personally and doctrinally loyal
17. Attempt to marginalize or disband unions
18. Control, limit, or eliminate voting rights; marginalize other political parties
19. Take credit for everything "positive", blame others for everything "negative", ignore facts
20. Claim to be the only person who can save the nation
